The CIO will report to the Senior Director for Enterprise Strategy and Architecture and is responsible for managing a broad range of complex IT and cyber security activities. This is a technical position and requires deep and current practical experience in the subject area. This position will be responsible for implementing the vision and strategic direction set by the Senior Director for Enterprise Strategy and Architecture and for ensuring a low risk cyber security posture with the NNSA customer. --Serve as the IT and Cyber Security lead executive for CNS --Establishes and approves IT and Cyber Security related policies and procedures --Approves and maintains the CNS Enterprise Architecture --Responsible for ensuring effective end user support via the Help Desk and robust ITIL processes --Responsible for effectively managing and maintaining networking and data center infrastructure to ensure highly available and mission critical services --Responsible for maintaining the ERP system(s) and for supporting efforts at consolidation between the sites --Responsible for site Telecommunication services including office phones, mobile phones, pagers, and other services. --Responsible for ensuring the effective implementation of a low risk Cyber Security program which is compliant with DOE/NNSA policies. --Serves as the principal Point of Contact for all IT issues with the Department of Energy and NNSA customers. --Responsible for effectively managing licensing, subcontracts, and support services related to IT and Cyber Security. --Responsible for all budget related activities including budget planning, budget execution, and management of variances. --Responsible for hiring and developing competent IT & cyber security subject matter experts and for retaining critical skills on staff (including the establishment of an annual travel and training plan). --Responsible for ensuring robust communications with CNS staff and leadership to include routine reporting, marketing campaigns for new services, and participation in broader CNS modernization initiatives. --Responsible for implementing IT Governance by chairing the internal IS&S Investment Review Board (IRB) and coordinating with the Senior Director for Enterprise Strategy and Architecture on annual CNS strategic IT investments. --Establishes performance metrics for IT and cyber security and demonstrates efficient operations to the customer via established Contractor Assurance programs. --Ensures compliance in IT and Cyber Security with all related requirements in the CNS contract. --Establishes and maintains roadmaps for Applications, Infrastructure, and Staffing in alignment with projected business needs and the CNS EA --Delivers mission essential systems and services, at both the unclassified and classified levels, to support the CNS nuclear security mission. --Supports, consolidates, and enhances the CNS Application Portfolio to improve cost effectiveness and to enhance the user experience --Responsible for implementing IT Service Management using the ITIL framework to include robust and documented processes, metrics, and an IT Service Catalogue. --Responsible for implementing rigorous IT Project Management using PMBOK best practices and the federal requirements from DOE G 415.1-1. --Lead external interface for CNS IT to include public affairs and the National Laboratory CIO (NLCIO) Council. Specific Job Knowledge & Training Required: Bachelors degree coupled with a minimum of 15 years of relevant experience and progressive management responsibilities. An equivalent combination of education and experience will be considered. Five plus years managing cross-functional, complex teams, delivering major IT projects is required. --Ability to work semi-autonomously, strong decision making, time management, and customer service skills --Familiarity with current application models, data analytics, cloud services, and mobility --Demonstrated ability to leverage IT innovation to deliver measurable business results --Strong written and oral communication skills --Ability to be on-site, at Y-12 or Pantex, Monday - Friday during core business hours to support operational and management activities. Job may require on call support in the event of an operational or cyber security incident. --Ability to travel (expected to be no more than 10 weeks per year) to off-site locations to support DOE/NNSA mission requirements. --Specific knowledge of Federal cyber security and risk management requirements with an emphasis on NIST Special Publications (ie 800-53) Preferred Qualifications: --Advanced Degree in information technology, engineering, or related field --CISSP, ITIL, and/or PMP certifications desired but not required --Familiarity with DOE/NNSA Cyber Security program and requirements --Familiarity with business process re-engineering to include Six Sigma and/or Lean techniques Requires aQ clearance; however, all qualified candidates will be considered regardless of their current clearance status. (The ability to obtain and maintain a Department of Energy "Q" clearance is required.)
